Apropos to the clarification on MGNREGS fund diversion by Senapati District ADC Chairman that was publish in the local newspapers on 5th and 6th August 2012, we the Senapati District Chairman/Secretary Association would like to state that following factual points.
That, the parliament in the fifty sixty years of the Republic of India enacted the Act called “National Rural Employment Guaranteed Act 2005 (now Called Mahatma Gandhi National Rural Employment Guaranteed Act 2005 i.e. MGNREGS) to provide for the enhancement of livelihood, security of the households in rural areas of the country by providing at least one hundreds days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work and for matters connected herewith or incidental thereto.
However, the ADC members stand to deduct 25% of the MGNREGS in keeping with the Manipur cabinet decision on 01-09-2010 and subsequent orders by the Addl. Chief Secretary (RD & PR) Govt. of Manipur.
Now, we placed these questions to the ADC Chairman, Senapati in particular and the general public in general.
1. Which of the following! Either the Act of the parliament or the decision of a state cabinet ought to supersede?
2. Is there any provision under the guidelines of MGNREGS that a part of the fund allocated to the village be implemented by the elected members such as District Council, Zilla Parishads etc.
3. In the implementation of MGNREGS for the last three and half years or prior to the Manipur cabinet decision on 01-09-2010; what are the short coming or complaints with the implementation agency/authority?
4. Mr. Henry Hiilei the ADC Chairman, Senapati stated that the ADC members will never deduct any part of the MGNREGS fund which is mean for the people; but contrary to his statement 25% of labour component for 22 days MGNREGS 2011-2012 fro Mao-Maram and Purul Block of Senapati District had been deducted from the village account and is yet to be released stating technical reason. It is true that MGNREGS is a time bound programme and had to be completed in a fixed time frame. Before the state cabinet decision, the scheme was implementation successful in each financial year; but today with the interference of the ADC members 22 days labour component fro 2011-2012 financial years is yet to be released.
Therefore, we appeal the Govt. of Manipur not to interrupt to this slapship programme of the union Govt. let the programme be implemented as usual. Recalling the adage “too many cooks spoil the curry” if there are too many authorities the programme may get hang up somewhere else.
Unless the Govt. of Manipur revoke the cabinet decision and vacate the orders of the Addl. Chief Secretary (RD & PR) Govt. of Manipur in the implementation of MGNREGS, we will go ahead with our plan of Bandh and Blockage.
