RMSA 2016 teachers give govt seven day ultimatum

DIMAPUR, AUGUST 13 (MExN): The Nagaland RMSA Teachers’ Association-2016 has issued a seven-day ultimatum to the state government, demanding immediate implementation of court orders and release of pending salaries and arrears, warning of peaceful agitation and media engagement if their demands are not met.

In a letter to the State Mission Director, Samagra Shiksha, Department of School Education, the association expressed “deep concern and disappointment regarding the continued inaction by the Government of Nagaland on matters that have long been settled legally.”

The teachers said that as per their earlier representation dated June 20, 2025, they had requested that their salary and service benefits be counted from the date of appointment in 2016, in accordance with the Gauhati High Court, Kohima Bench Division Bench order dated March 16, 2022 (W.A. No. 9/2020). They also sought implementation of the ROP 2017 scale pay of Rs 9,300–34,800 with grade pay of Rs 4,200, at par with SSA–RMSA 2010–13 teachers, along with annual increments from 2016.

Additionally, they called for action as per Office Memorandum No. AR-3/GEN-231/2011 dated March 29, 2017, which states that contractual or ad-hoc service followed by regularisation must be treated as public employment for all service benefits.

The association noted that the Supreme Court had upheld the Kohima Bench judgment in SLP(C) No. 19524/2022 on May 20, 2025, thereby conclusively settling the matter in their favour. “Despite this, the state government has delayed implementation,” they said, adding that “this continued non-compliance with judicial orders not only amounts to contempt of court but also reflects an absolute disregard for the dignity and rights of teachers who have faithfully served the state for nearly a decade.”

Issuing a “final ultimatum,” the association said, “If the Supreme Court verdict is not implemented, and all pending salaries and arrears are not released within 7 working days from the date of this letter, we will be compelled to initiate democratic course of agitation, including peaceful agitation and media engagement.”
