Rs 4.7 cr DC bungalow completed 11 months early in Mokokchung

The newly constructed Deputy Commissioner’s Bungalow in Mokokchung was formally inaugurated on Friday by Nagaland Chief Minister, Dr Neiphiu Rio. The programme was chaired by Thsuvisie Phoji, Deputy Commissioner of Mokokchung.

According to the technical report, the project was conceptualized in 2023–24 to address departmental infrastructure needs.

The estimated cost of Rs 473.81 lakh includes the main building complex, guard barrack, retaining walls, external water supply, and furniture. The project commenced in November 2023 and was completed in December 2024, 11 months ahead of the 24-month schedule. 

The contractor was T Lima Ao. The new RCC (G+1) structure includes a basement, ground, and first floors with a total plinth area of 5,934 sq. ft., comprising residential and office facilities.

In his address, Chief Minister Dr Neiphiu Rio noted the historical significance of the old DC’s Bungalow, which dated back to the late 1870s and had housed 40 Deputy Commissioners over its 145-year lifespan including his father-in-law once served as DC in the district.

Dr Rio expressed satisfaction that the building was completed ahead of schedule, stating, “This is a good example of effective project execution. I commend the department and the contractor for timely and quality construction.” He added that the project should serve as a benchmark for other departments and emphasized the importance of supervision and quality control in public construction works.

The Chief Minister also stressed the need for preserving the old DC’s residence as a heritage structure. He recommended expert consultation for its preservation without altering its architectural integrity. Drawing parallels to similar heritage conservation efforts in Kohima, he said that retaining historic elements—such as fittings and architectural features—would allow the space to be opened to tourists and used for educational and cultural purposes.

On the subject of asset management, Dr Rio highlighted the need for a system to maintain inventories of government property within official residences, including furnishings and art. He remarked that over time, such assets often go unaccounted for during staff transfers, resulting in loss and depletion. “Registers should be maintained and checked during each transition,” he said.

Reflecting on broader infrastructure challenges, the Chief Minister stated that many government buildings across the state have outlived their useful life, being mostly semi-permanent structures from the early Statehood period. Due to limited funding, project prioritization has become essential. “Departments that do not utilize sanctioned funds or delay submission of utilization certificates may not be considered for fresh allocations,” he cautioned.

Dr Rio concluded by saying that the new DC’s Bungalow would improve the working and living conditions of district administrators and enhance the image of public service in the district. He expressed hope that the facility would be well maintained and used responsibly.

The dedicatory prayer was pronounced by Yanglu Pongen, Pastor of Mokokchung Town Baptist Arogo (MTBA), followed by the formal inauguration of the bungalow by the Chief Minister. Minister for RD & SIRD, Metsubo Jamir also gave a short speech.
