Former Union Minister Arun Shourie today stressed on the need to build a strong partnership between the private and public concerns.
Speaking on the concluding day of the orientation programme for legislators of Nagaland here, Shourie also stressed on the need to go out and woo investors to come to the state, be it in the fields of IT, textile, coffee or other goods and services. He asked the legislators to get themselves accustomed to the pace of change or be left behind.
“Nobody is going to solve our problems nor nobody will slow down the pace of development for other’s benefits. Nobody’s problems are going to solve our problems”, he said.
Stating that there is no level playing field in life, Shourie said that life has to be fought and battles have to be won in spite of difficulties. “We have to be better than our competitors today and have to be better than our competitors for us to be better”, he maintained.
In order to beat the rivals we need to have single-minded focus and perseverance, he said. The former Union Minister also stressed on the need for continuous re-inventions as things change by the hour.
Stating that infrastructure projects and agriculture are the two things required for massive employment, he said that modern methods of agriculture should be implemented.
He said that there big opportunity in organic farming for the state, adding that there is a huge market for organic products. He said that legislators are the right agencies to monitor the projects in their respective constituencies to ensure accountability of the executive. The rule must be “Punish the guilty but don’t delay the project/work”, he said. He exhorted the legislators to help create the general framework of policies, laws, legislations, monitor the executives and finally to motivate the people in order to keep them focused on development. Shourie also urged upon the legislators to join hands with each other and other MLAs of the North East and to co-operate across party lines in approaching the Centre for development of the State.
Former Consultant, Election Commission of India, K J Rao while highlighting on the comparative electoral system said that India has two electoral systems namely FPTP System for Lok Sabha and Legislatures and Proportional Representation for Single Transferable Vote.
He said the purpose of electoral system is two fold; Result should reflect the truth and the minority should also be represented and to maintain stable government. “If these two objectives are fulfilled it will be the best electoral system”, he said.
Rao stated that it was high time for the state to discuss the matter relating to more representation in Lok Sabha and Rajya Sabha. “You have to raise tune so that things will come” he said. He also wondered as to how the north eastern states keep silent on this matter.
Nagaland Legislative Assembly Speaker Kiyanilie Peseyie in his address said that the Orientation Programme was meant for the legislators of the State to update their memories about the Parliamentary procedures and practices of the country, their relation with the media, enactment of the law of the land, activating themselves for taking up developmental roles and thereby to be able to represent the people in the most effective manner, keeping with the tradition of India, the largest democratic country in the world.
He thanked the various speakers for enriching their knowledge and for reminding them to effectively discharge their duties for the benefit of the general public.
