State govt machinery gears towards new strategies

Dimapur April 19 (DIPR): Activating the vision of the recently-announced Prime Minister’s Awards for Excellence for administrative excellence, proposals to introduce new approaches and strategies in the field of development and administration was taken up at a special meeting of Heads of Department held on March 3.

Chief Secretary and Development Commissioner, Lalhuma however conveyed that it should not be the endeavor to introduce new innovations simply for the purpose of being awarded but to serve the greater interest of the public. This award can also serve as a good incentive and motivation, he added. Accordingly, all Departments of the Government of Nagaland have been requested to kindly extend their full cooperation on the matter and to endeavor to make a difference in their respective areas of influence.

As per discussions, all concerned Departments of the Government of Nagaland are required to introduce some innovation in their respective departments either in the administration or in the implementation of developmental plans and programmes. This is to be done to improve service-delivery to the public. 

The following areas where new innovations may be needed, have been proposed: Systems/mechanism to improve upon movement of files to effect prompt disposal, introduction of effective mechanisms to monitor progress of projects and cutting down time-and-cost overruns of projects, capacity building of staff, improving drafting of important letters and memos particularly Cabinet memorandums, office memorandums, notifications, preparation of minutes of meetings etc., identifying skill-gaps in the Administrative Offices or Directorates and also identifying staffers who require capacity building to improve efficiency so that they can be sent for training, compilation and up-gradation of important information data in each Department so that data availability is up-to-date. 

Also, in regard to service rules all Departments not having service rules should endeavor to frame such, obtain approval by competent authorities within a specific time frame and in the case of  regularization of services, the practice of granting of officiating promotion may be discontinued and all cases of promotion against the vacancies existing or anticipated/due vacancies arising out or promotions, retirements etc may promptly be referred to NPSC for immediate conduct of DPCs in anticipation of vacancies arising out of normal retirement etc. 

For this purpose ACRs of all employees should be up-dated and complete, up-dating Schedule of Rates (SOR) for civil works like Housing, Roads & Bridges, Electrification, Stationary and Furniture’s (W&H & Home Department only), The main forms would however, be on introduction of innovative and workable programme for public benefit.

The Prime Minister’s award is to recognize innovative work by officers of both the Central and State Governments, accounting outstanding and exemplary performance of the civil servants. The award comprises of a medal, a scroll and cash awards of Rs one Lakh.

The illustrative list of projects to be considered for the award include implementation of innovative schemes/projects, bringing in perceptible systematic changes and build up institutions, making public delivery systems efficient and corruption free, showing innovation and adoption to meet stakeholders requirements, extraordinary performance in emergent situations like floods, earthquake, setting high standards of service and continued improvements, showing high leadership qualities and improving employees motivation etc.
