Tribal student orgs oppose teachers’ reappointment

Dimapur, July 21 (MExN): Even as the department of School Education has floated advertisements declaring retention of ‘bogus’ and ‘doubtful’ school teachers hitherto under investigation, major students’ organization today issued statements rejecting the department’s motion on the issue. Kyong Students’ Union (KSU), Zeliangrong Students’ Union (ZSU) and the Eastern Naga Students’ Federation (ENSF) are opposing the entry of the retained or regularized teachers in the unions’ respective areas.
New can of Worms for School Education Department
In its statement, the Kyong Students’ Union expressed opposing to the retention and regularization of government primary teachers under the education division of Wokha district. The KSU denounced the directorate of School Education and the Government of Nagaland for the retention and regularization of teachers.  Explaining the reasons for opposing the move, the KSU said none of the 81 non-Kyong primary teachers listed in the order (July 18 and 20) are even serving in Wokha district and therefore the statement of retention or regularization does not arise. If the present order is to redeploy teachers, the KSU said, there is concern over teachers from other linguistic communities teaching in the Wokha area. The union said that the DEO and DIS of Wokha have confirmed that the primary teachers listed in the order are not even serving in the district.  
Another issue the union raised was that there were even ‘primary teachers’ who are posted in non-existent schools or villages in Wokha! “The joining report of 81 non-Lotha primary teachers so retained/regularized as per notification cannot be entertained since it is in direct violation of education guidelines for appointment of primary teachers in Government primary schools to conform to linguistic jurisdiction on criteria,” the union said.  
The union has demanded that local candidates be appointed against the mentioned posts in the “existing schools” as the posts cannot be transferred to other districts or schools.
The DEO and DIS of Wokha are asked not to allow the primary teachers to join their respective schools of posting. The KSU said it would not allow the authorities to appoint non-Kyong teachers for the linguistic area of the district. The union explained the reason that as far as the medium of teaching is concerned, the move of the department is not practical at all. KSU president Subenthung Kithan and general secretary Amos Odyuo appended the note.
Zeliangrong students
In a similar vein,  the ZSU has decided in an emergency meeting on July 20 to reject in outright the appointment and posting of teachers in schools of various villages under Peren district by the department under the SSA Plan “as if there are no qualified local candidates.”
“It is directed that no village authority or VEC shall accept the joining report of these appointed teachers under no circumstance,” stated the ZSU in its statement, appended by ZSU president Iteichu Zeliang,
In the backdrop of ‘this outrageous development created by the incompetency of the Education department’, a joint meeting of the ZSU with all chairmen of village councils and Village Education Committees of the schools ‘dragged under this nefarious issue’ is convened for July 26 in Peren Town Hall from 11:00 AM. All in concern are directed to be present in the meeting positively, the union informed.
Eastern Naga students
The ENSF has also issued a statement today asking all its federating units district education officers’, deputy inspector of schools, headmasters and teachers in-charge of Tuensang, Mon, Kiphire and Longleng and to all the VECs, WECs, VCs, of the villages of “eastern Nagaland”, not to accept any new joining report of teachers retained and regularized.
The retention and regularization is against the new teachers’ recruitment policy of the state government and the relaxation policy in favor of six tribes of “eastern Nagaland”.
“Further it also has an implication to thousands of teachers’ transferred out along-with posts from the eastern Nagaland jurisdiction in the past many years which has culminated in the shortage of teachers in the schools of eastern Nagaland districts. Any authority (s) accepting the joining report in this connection shall be doing at their own risks,” a note from the ENSF executives stated.
This notification is for strict compliance of the mentioned authorities until further notice from the federation, the ENSF stated in its note. ENSF president Likhumse Sangtam and general secretary Changsang Soted appended the note.
