Kohima, September 3 (MExN): The All Nagaland Pre-service Teachers’ Association (ANPSTA) has demanded the Education Department to adopt the policy of recruitment as per the norms and regulations of NCTE, failing to which “it will resort to legal redress and approach the Government of India”.
The Association has also requested the authority to vigilantly scrutinise the documents of the trained individual and screen out those from the unrecognised institute and with improper documents.
Meanwhile, in a note to the Additional Chief Secretary of Education Department, the ANPSTA stated: “As per the directives given by the NCTE in exercise of the power conferred under the NCTE act 1993, notifies regulations vide notification No. F 9-2/2001-NCTE dated September 3, 2001 and were further amended vide notification F.9-2/2001/NCTE dated 28-04-2003 and 23-08-2005.
“Basing on the regulations, the existing recruitment rules for recruitment of teachers in the schools of the state / UTS were to bring them in conformity with the qualification prescribed by the NCTE by September 3, 2004.”
It further mentioned that the state has introduced PSTE course in all DIETS from the year 2003 as a measure to provide trained teachers available to the state.
Moreover, in the government of Nagaland Education Department notification dated Kohima, 4th January 2008. No. EDS (A -5/2002. On the recommendation of the state level Education committee, the State Government of Nagaland notified the policy of recruitment of teachers under the department of school education.
The minimum education qualification for recruitment of teachers in elementary school are, “primary (Class I to IV) – PU / 10+2 with PSTE and pre-primary (Class A & B) -10+2 / PU with PSTE or Diploma in ECE”.
Furthermore, the association in the interest of PSTE trained teachers and in larger commitment for improving standard of education, has laid down some demands to carry out necessary actions:
z Recruitment policy – The Government should streamline the recruitment policy in a very clear and discreet manner stating that henceforth, except PSTE trained person, no untrained persons should be appointed against any vacancy that may arise due to death / retirement or newly created post at elementary school level.
z Job Guarantee – 100% teacher post and job guarantee should be allotted to the PSTE trained teachers.
z Recruitment must be done on merit and seniority basis from amongst the PSTE trained teachers, besides this, he / she should be from a recognised university / DIETS/ Institute.
z Preference only to PSTE trained personal does not arise here because it has 826 PSTE trained personal at present and 400 are undergoing training in different DIETS.
z All the newly created and vacancies arises should be openly advertised, seeking qualification as per the recruitment policy.
The association also stated: “Since we have committed to take up teaching as our profession to deliver quality education to younger generation with requisite qualification through an act of parliament, we urged your honour to do justice by adopting the policy of recruitment as per the norms and regulation of the NCTE.”
