Cong to formulate ‘working paper’ for consensus on Naga political issue

Dimapur, August 3 (MExN): The Political Affairs Committee (PAC) of the Nagaland Pradesh Congress Committee (NPCC) has decided to formulate a ‘working paper’ for consensus proposal to the Naga political solution. PAC has appealed and written to all Naga political groups to formulate their agendas and to make transparent to public so as to enable their participation constructively. This decision was taken at a PAC meeting held in Dimapur today. Observing that the division of the groups into six factions has seriously caused loss of hope to secure a political solution, the only option is to resolve the problem through consensus and cooperation, Congress leader and chairperson PAC, K Therie told reporters after the meeting.
Therie said the NPCC has observed that various parties have ventilated their opinions for public participation in the solution.  And keeping in view the suffering of the people, NPCC feels it is their bounded duty to ventilate the suffering of the people as it a crucial time for Nagas to rise and suggest in political solution. PAC’s ‘working paper’ will work towards safeguarding all Nagas inhabited areas; to open support for people and for the youths to participate in national and international fields especially in trade and commerce. Keeping in view the international boundaries with Southeast Asia and Myanmar, Therie said PAC feels the need to consider infrastructural economic packages and shall consider a provisional world class infrastructural development and also try to address human problems by giving adequate resettlement programmes. “PAC will consider what is right and good for all since the solution needs to be consensus,” he said; adding that it will also be appropriate for the NPCC to also consult neighbouring chief ministers to formulate a consensus proposal.
Therie said that earlier, with the delay in finding a political solution and disagreements on the Shillong Accord, NPCC after deliberation had recommended talks without pre-conditions to be offered by the Government of India. Thereafter, all factions entered into ceasefire and it was expected that the negotiations would bring a united solution as all the groups have a common objective and aspiration.
But after 35 years of Shillong Accord; 14 years of ceasefire and negotiations between the government of India and NSCN (IM), there has been no solution. Further, no official talks have opened in the 10 years of ceasefire between the government of India and the NSCN (K).  
The PAC members also deliberated on the Eastern Naga Peoples Organisation demand for separate statehood. The members felt that the main reason is due to exploitation- both political and economic. He said that the job reservation policy is also not being implemented properly and the departments are not being transparent about it. He also lamented on the public distribution system. Therie said any division is a concern for the NPCC and does not subscribe to something where Nagas become insignificant. “We either live together or perish like fools,” he remarked.  
Therei further took a dig at DAN government on the issue of extortion. He said that the government is ‘facilitating extortion’ by removing all police check gates. Therie said when he was the Finance Minister he had suggested  “funding camps,” but his idea was rejected as a result of which rampant extortions are taking place. He also encouraged the introduction of the Lokayukta Act. He said corruption has reached heights in Nagaland but the State Vigilance Commission is functioning in the line of the government, citing example of the SIT Education department report.
