The Nagaland state Cabinet led by Chief Minister Neiphiu Rio is to meet Minister of Home Affairs P Chidambaram, Tuesday, August 9 in New Delhi to present the views of the state to the Government of India concerning the demand of “frontier Nagaland.” Chief Minister Rio and almost the entire state Cabinet, except for a senior Democratic Alliance of Nagaland leader, reached Delhi today.
The Eastern Naga People’s Organization (ENPO) representing the eastern regions is demanding a separate state, “frontier Nagaland” carved out of the state. Rio and his cabinet colleagues have an appointment with the Home Minister Tuesday. An appointment with the Prime Minister of India Manmohan Singh has yet to be confirmed officially but is on the itinerary, the chief minister’s media officer Abu Metha informed from Delhi today.
The Government of India had communicated the demand of the ENPO back to the Nagaland Cabinet seeking the State’s views on the issue, Metha said. That the Centre had sought the opinion of Nagaland Cabinet, the chief minister and his colleagues were in Delhi to express the stance of the state. “Everybody” is there, Metha said, referring to the Cabinet.
The CM’s media official was queried on the Delhi agenda of the Nagaland Cabinet. The meeting with Prime Minister Manmohan Singh and P Chidambaram, he said, is primarily to let known to them the decision of the Cabinet on July 20, 2011 recommending an autonomous council or authority to administer the eastern areas. The appointment with the Home Minister is tentatively scheduled for Tuesday, he informed.
The state’s top ministers are understood to be flying in separately owing to various official engagements. Metha told The Morung Express that more Cabinet ministers from the state are expected by Monday, except for Urban Planning Minister Dr. Shurhozelie, who is said to be engaged in official works.
In July this year, the Government of Nagaland had officially proposed an autonomous administration in the form of autonomous council or authority for the regions demanded by the ENPO, representing the eastern areas of Nagaland. The proposed autonomous council was envisaged for the four districts Mon, Tuensang, Kiphire and Longleng.
The Nagaland Cabinet noted the recommendation in a resolution on July 20, 2011 passed during a joint meeting of the Democratic Alliance of Nagaland government legislators and Members of Parliament. The government had stated – “The Cabinet therefore proposes the formation of an autonomous council or authority comprising the four eastern districts of Nagaland in view of certain historical background as reflected in the provisions of Article 371-A (2) of the Constitution of India, and the area being comparatively less developed, provided that it is the desire of the people to be expressed in a democratic manner through their constitutionally elected representatives as well as other popularly accepted public organizations or platforms.”
The Cabinet therefore, the government said, has decided to request the government of India to intervene in the matter by ‘taking an early decision so further problems do not arise in Nagaland already faced with multiple problems.’
