New Delhi, December 18 (IANS) The Lok Sabha was on Monday adjourned till Tuesday 11 a.m. amid uproar by the opposition MPs after suspending a total of over 30 MPs including Leader of Congress in the House Adhir Ranjan Chowdhury for the remainder of the Winter Session.
The Lok Sabha suspended three more members -- K Jayakumar, Vijay Vasanth and Abdul Khaleque -- pending the report of Privileges Committee.
The MPs were suspended after Parliamentary Affairs Minister Pralhad Joshi moved the motion to suspend more Opposition leaders from Lok Sabha.
Rajdenra Agarwal, who was in the chair, announced the suspension through voice vote.
Those suspended included Kalyan Banerjee, A Raja, Dayanidhi Maran, Aparupa Poddar, Prasun Benrjee ET Md Basheer, G Selvan, CN Annadurai, Adhir Ranjan Chowdhury, Dr T Sumathy, Gaurav Gogoi, TR Balu, Shatabdi Roy, Saugata Roy, Kaushlendra Kumar, Amar Singh and others for utter disregard to the House and displaying the placards in the House.
Meanwhile, Jaikumar, Abdul Kalikh, and Vasanth were suspended till the report of the privileges committee for creating disorder in the House.
On December 14, a total of 13 Lok Sabha MPs were suspended, while one Rajya Sabha MP Derek O’Brien was suspended for the remainder of the session.
The opposition MPs have been demanding a detailed statement by Home Minister Amit Shah in both the Houses over the December 13 Parliament security breach.
Earlier in the day, the Lok Sabha was adjourned multiple times amid the uproar by the opposition MPs.
Meanwhile, Minister Ashwini Vaishnaw tabled the Telecommunications Bill 2023 in the House earlier in the day.
Telecommunication Bill 2023 empowers govt to suspend, prohibit use of equipment from nations in case of national security
The Centre on Monday tabled the Telecommunication Bill 2023 in the Lok Sabha, which empowers the government to suspend or prohibit use of telecom equipment from countries or a person as may be notified in case of national security.
According to the Bill, the government may notify standards and conformity assessment measures in respect of—telecommunication equipment, telecommunication identifiers and telecommunication network; telecommunication services, in consonance with any regulations notified by the Telecom Regulatory Authority of India from time to time; manufacture, import, distribution and sale of telecommunication equipment; telecommunication security, including identification, analysis and prevention of intrusion in telecommunication services and telecommunication networks; cyber security for telecommunication services and telecommunication networks; and encryption and data processing in telecommunication.
The Bill proposed: “On the occurrence of any public emergency, including disaster management, or in the interest of public safety, the central government or a state government or any officer specially authorised in this behalf by the central government or a state government, if satisfied that it is necessary or expedient so to do, by notification— take temporary possession of any telecommunication service or telecommunication network from an authorised entity; or provide for appropriate mechanism to ensure that messages of a user or group of users authorised for response and recovery during public emergency are routed on priority.”
It also said that on the occurrence of "any public emergency or in the interest of public safety", the Centre or a state government or any officer specially authorised in this behalf by the Central Government or a State Government, may, if satisfied that it is necessary or expedient to do so, in the interest of the sovereignty and integrity of India, defence and security of the State, friendly relations with foreign States, public order, or for preventing incitement to the commission of any offence, subject to such procedure and safeguards as may be prescribed, and for reasons to be recorded in writing, by order.
“Direct that any message or class of messages, to or from any person or class of persons, to or from any telecommunication equipment or class of telecommunication equipment, or relating to any particular subject, brought for transmission by, or transmitted or received by any telecommunication service or telecommunication network, shall not be transmitted, or shall be intercepted or detained, or shall be disclosed in intelligible format to the officer mentioned in such order; or direct that any telecommunication service or class of telecommunication services to or from any person or class of persons, to or from any telecommunication equipment or class of telecommunication equipment, or relating to any particular subject, transmitted or received by any telecommunication service or telecommunication network, shall be suspended."
It further said that the press messages, intended to be published in India, of correspondents accredited to the Centre or a state government shall not be intercepted or detained, unless their transmission has been prohibited under clause (a) of sub-section (2).
It also said that the action specified under sub-section (1), sub-section (2) and sub-section (3) shall be for such duration and in such manner as may be prescribed.
“The Central government may, if satisfied that it is necessary or expedient so to do, in the interest of national security, friendly relations with foreign states, or in the event of war, by notification take such measures as are necessary in the circumstances of the case, including issuing directions in respect of the -- use of telecommunication equipment, telecommunication services, telecommunication network and telecommunication identifiers; standards applicable to manufacture, import and distribution of telecommunication equipment; standards to be adopted by authorised entities or assignees; procurement of telecommunication equipment and telecommunication services only from trusted sources; suspension, removal or prohibition of the use of specified telecommunication equipment and telecommunication services from countries or person as may be notified; or taking over the control and management of, or suspending the operation of, or entrusting any authority of the Central Government to manage any or all of any telecommunication services, or any telecommunication network or part thereof, connected with such telecommunication services. "
The Bill was tabled amid uproar by Union Minister Ashwini Vaishnaw on Monday afternoon after the House met again at 12 noon.
