The debate over job reservation policy in the state government sector is likely to rear up in Nagaland, again. In connection to this, a committee, under the nomenclature, ‘5 Tribes Committee on Review of Reservation Policy,’ comprising of representative from the Angami, Ao, Lotha, Rengma and Sumi, held a meeting in Dimapur on September 13.

Details of the discussion remained confidential, with the committee members only revealing that a memorandum will be submitted to the state government soon. After the meeting, Tesinlo Semy, convenor of the committee, told the media that it was “a meeting of five tribes” on the job reservation policy of Nagaland vis-à-vis “Backward Tribes” (BT) quota.

“We have decided to submit a memorandum to the government very soon. And we’ll let you know once we submit the memorandum,” Semy said, while declining to divulge further details.

Other sources disclosed that the discussion revolved around reviewing the existing job reservation policy citing changes in the state’s developmental dynamics since the introduction of the BT quota.

The job reservation policy was introduced in 1977 for seven identified BTs in Nagaland, with 25 percent reservation in non- technical and non- gazetted posts. As per the government, it was based on the parameter of economic backwardness and insignificant representation in the state government establishments.

Chief Minister, Neiphiu Rio told the Monsoon session of the Assembly, in August 2024, that the BTs reservation quota stood at 37 percent— 25 percent for 7 tribes of the eastern Nagaland bloc and 12 percent for 4 other BTs. The state Directorate of Information and Public Relations, in an August 27 bulletin, quoted the CM mentioning about a purported Cabinet discussion regarding revisiting the BT job reservation policy.
