Nagaland to implement one uniform govt identity card

Kohima, November 17 (MExN): The Government of Nagaland has decided to implement a uniform identity card to establish the identity of the Government employees.

The ID card will be accepted as a valid identification by the State Government and the autonomous bodies functioning in or under the Government of Nagaland, stated an Office Memorandum (OM) issued via the State DIPR on November 17. 

In supersession of all standing directives, the Government of Nagaland has authorised the Personnel Information Management System (PIMS) Cell, Personnel & Administrative Reforms Department to issue photo ID cards  to all government employees and pensioners based on the PIMS data, the OM stated.

“Government identity card for all government employees and pensioners will be issued on an application basis as per the provisions given in this OM,” it added 

Meanwhile, the OM further stated that each employee is responsible for safely keeping and preserving their ID cards and any changes or alterations would be “considered forgery.”

It further cautioned that the ID card is non-transferable and exchange of card or proxy usage is not allowed and would be viewed "very seriously." 

Each Government employee will be issued only a single ID card at a time and holding of  more than one card is liable to be penalised, it cautioned.

On promotion or transfer, each employee has to apply for new ID card by surrendering old on to P&AR Department.

In case of loss or theft of the ID card, a copy of the FIR must be submitted along with the application for a fresh card, the OM added.

The ID card will be the basis for entry to the Nagaland Civil Secretariat and other State level offices.

Procedure for application 
Meanwhile, the OM informed that district officials can submit their application in the prescribed format for a Government ID card with the countersignature of their District HOD while the Directorate and Departmental officials can submit their application with the countersignature of the HOD of their department. 

The application may be submitted to the PIMS Cell, P&AR department along with two passport photographs through their respective departmental PIMS nodal officer, it stated. 

The Secretariat officials have to submit their application with the countersignature of the AHOD of their cadre controlling department.

For Government employees who are due to retire, it stated that they can submit their application in the prescribed format for pensioner identity card, countersigned by the HOD/AHOD along with two passport photographs, three months before retirement through the departmental PIMS nodal officer.

Pensioners may apply for the ID cards directly to PIMS Cell P&AR with a copy of the relevant pages of the PPO order along with two passport photographs in the prescribed format.

The photo should be ‘in colour, no shadows, taken within the last three months, no spectacles unless medically required and must be facing the camera directly,’ the OM said. 

The format for application for identity card includes ‘Name of employee; PIMS number; Designation; Identity; mark; Blood Group; Phone number; Signature of the employee; Sign and seal of the departmental PIMS Nodal Officer; Sign and seal of the countersigned Authority (District HOD/HOD/AHOD).’ 

“All details on the identity card will be as per the information recorded in PIMS. This format is to be submitted with two passport photographs,” it added.
