The Nagaland Board of School Education has urged had schools registered with the board to ensure the APAAR ID (Automated Permanent Academic Account Registry) creation of for all students to support what it termed as “seamless educational journey in academic record management.”
In a letter to the All Heads of Institutions on January 28, the NBSE stated that the implementation of the APAAR ID as primary student identifier for every student is being emphasised on a 'Mission Mode' throughout the country by the Union Ministry of Education (MOE).
This in pursuant of Government letter dated January 22, 2025 and the implementation is being undertaken in alignment with the New Education Policy (NEP) 2020 and vision for a 'Digital India', it noted.
Accordingly, the NBSE asked all schools to ensure the creation of APAAR ID.
Further, it informed the schools to give priority should be given to Classes IX to XII students for creation of APAAR ID.
As notified earlier, the schools were also directed to o continue observing "Mega APAAR Diwas" on every 9th and 19th of every month to reach saturation of APAAR IDs on a priority basis.
The Heads of Institutions were further requested to educate the parents and students about the benefits of APAAR ID registration as well as likely difficulties students may face in their future academic pursuits due to non-registration.
Tasks for schools
The NBSE also provided implementation steps for schools that included sensitisation on the importance and use of APAAR ID to parents and students by conducting parent-teacher meet.
Schools were also directed to must distribute physical consent forms to parents for to authorising the use of Aadhaar details for generating APAAR IDs.
Further, the school authorities were also asked to verify student details (e.g., name, date of birth, Aadhaar number etc) on the UDISE+ portal for accuracy.
Using the UDISE+ portal, schools will generate APAAR IDS, which will be securely linked to students' Digilocker accounts and confirmation SMS will be sent to parents, it said.
The schools have to provide APAAR IDs to students and parents, ensuring they are included on school ID cards and integrated in the schools record entries, it informed.
If any discrepancies arise, schools should guide parents to Common Service Centres (CSCs) for corrections, the NBSE added,
The APAAR ID creation process can be viewed on https://apaar.education.gov.in.
What is APAAR ID?
APAAR ID, associated with the 'One Nation, One Student ID' initiative, is a unique 12-digit identifier designed to consolidate students' academic and extracurricular records in a single secure digital platform. It was announced as a part of the NEP 2020 and its key component National Credit and Qualifications Framework (NCrF).
Integrated with the Digilocker ecosystem, it allows students to store and access their achievements, examination results, learning outcomes, and participation in activities such as Olympiads, sports and skill training.
This system also supports the 'One Nation, One Student ID' initiative, ensuring continuity and accessibility throughout a student's educational journey, the NBSE stated.
It further assured that the APAAR ID system adheres to the highest standards of security and privacy and ensures data confidentiality of the students.
Among other objectives, it is aimed and providing a unified record of students' academic and non-academic achievements and also support seamless transitions during inter-school transfers or changes in states/districts.
Enhance transparency and efficiency in educational administration is also another objective.
The advantages included unified tracking of progress, digital integration, and ease of transitions, the NBSE noted.
It would also consolidate academic, attendance, and performance data for real-time analytics and predictive interventions, it said.
The APAAR ID will also serves as the primary identifier for examinations like JEE, NEET, and CUET, simplifying processes for students and institutions, as well as integration with Vidya Samiksha Kendra, it added.
For 2025, however, the National Testing Agency (NTA) has notified that an APAAR ID is not mandatory for the National Eligibility cum Entrance Test - Undergraduate (NEET-UG) 2025.
Earlier in October 2023, the Naga Students' Federation (NSF) declared its strong opposition to APAAR ID, with concerns over date security as well as rights and privacy of students, among others.
Later in November, it reiterated its objection and called for keeping its implementation process in abeyance in Nagaland and until wider consultation.
It is unclear whether such consultation has been undertaken and the concerns shared by the NSF have been addressed.
