NPCC rejects PWD’s fund-crunch claims

Dimapur, August 24 (MExN): The Nagaland Pradesh Congress Committee (NPCC) today rejected the claims of Minister for PWD (R&B) G Kaito that the department has no “contingency fund to repair road damaged during rainy season.” The minister stated this on July 13 during the inauguration of the new Nagaland PWD office complex in Kohima the NPCC’s publicity cell said today in a statement.
Contrary to the claims of the minister, the NPCC issued a statement giving the figures of funding for works program for the year 2011– 2012 for the PWD (R&B). The minister’s statement was echoed by Commissioner & Secretary for PWD, the NPCC said. The figures showed fund provisions made for the department’s annual plan 2011-12.

Funds for Dimapur’s roads

Further, the NPCC listed the funds allocated for improvement, maintenance and repair/renovation (MR) of roads in and around Dimapur town during 2011-12 under State Earmarked Programs for Dimapur district.
The NPCC also released a chart showing the total funds earmarked for Dimapur division under scheme of Non-Plan Revenue Expenditure from Thirteenth Financial Commission (TFC) for maintenance of existing roads in and around Dimapur town. The funds totaled Rs. 435 Lakhs.
“The deplorable road condition of the state, both National Highways and State Highways, especially in the district headquarters reflects the apathy of the DAN government. What is more shameful are the state capital (Kohima) roads and the roads in Dimapur, the commercial town of the state,” the NPCC said.
The Congress pointed out that “there’s not a stretch of one kilometer where the roads are free from potholes and water-logging.”  
“It is easy to put blame on nature’s monsoon fury but the fact remains that, had the quality of workmanship up to the standard and proper drains been maintained, the damages caused by heavy monsoon could have been minimized to a great extent,” the statement said.
If the stated funds allocated for Dimapur town’s road are ‘judiciously utilized’, there is no reason why the roads should be in pathetic conditions, the Congress said. “It is for the public to judge where all the money allocated for maintenance, repair/renovation and improvement of roads dissipates, leaving our roads in such deplorable conditions. It’s high time that the public also have the sense of responsibility and take the role of development watch-dogs in their own colonies/areas,” the NPCC added.
