Leader of Opposition, TR Zeliang today said that Nagaland being awarded the best performing states among small states on law & order for the year 2019 by the India Today Group ‘State of States’ Survey 2019’for the second consecutive year is adverse to the ground reality.

Joining the discussion on the Motion of Thanks to the Governor’s address at the ongoing 5th session of 13th NLA here, Zeliang said that on September 6, 2019 at around 4:30 am, some 40-50 miscreants armed with sophisticated weapons came to Lamhainamdi, a newly established village about 9 Kms from Jalukie Town and started firing at the village indiscriminately.

He said the miscreants fired over 200 gunshots before resorting to burning down houses after the villagers numbering around 21 fled into the nearby jungles as per reports. The village church was also partially burnt down by the miscreants.

“If the Government of the day cannot arrest or identify the culprits even after such open demonstration, where is the security of the people living in urban or rural areas? Isn’t this breakdown of Law & Order under the present day Government?” Zeliang asked.

On 4 road Projects under North East Road Sector Development Scheme (NERSDS), 7 road Projects under North East Infrastructure Development Scheme (NESIDS) and 13 under Pradhan Mantri Gram Sadak Yojana (PMGSY) where sanction has been made recently, he said “ It is also stated that 9 road Projects under Inter State Connectivity (ISC) is being constructed.  In this regard, we want to know which these roads that have been sanctioned.”

He said that the present day Government had not brought any icon project from the Centre instead they are trying to finish what is made available.

He cited that Kohima Smart City sanctioned amount for three years was more than one thousand Crores but Minister for RD replied on behalf of Urban Development the amount was 198 Crores “which is misleading.”

On being asked how random diversion of schemes had taken place without the approval of concerned ministry, the Minister replied that they had utilised the fund based on verbal approval.

“The Minister not only failed to inform the House as to who had given such verbal approval but also failed to assure the House about any definite approval of the concern Ministry on the matter. It clearly indicates that the iconic Kohima Smart City Project may be a flop Project because the Department cannot submit the correct physical progress report or utilisation certificate,” Zeliang said.
