Rs 200 a month for beneficiaries under Destitute Women Scheme

Destitute women with no source of income are provided a paltry sum of Rs 200 per month under the Destitute Women Scheme of the Department of Women Resource Development.  

This was stated in the annual administrative report 2015-16 of the Department of Women Resource Development tabled in the assembly session here today by Parliamentary Secretary for Women Resource Development, Land Revenue and Village Guards L. Khumo.  

Altogether, 3000 destitute women in the state who are divorced, separated, deserted or single and have no source of income are provided financial assistance under this scheme.  

The report stated that identification and verification of beneficiaries are conducted by the department’s partner NGOs, who also carry out post verification of existing status of beneficiaries (remarriage, death etc), while also verifying and recommending new beneficiaries for selection.

The amount of Rs. 200 per beneficiary per month is provided and also disbursed through the partner NGO, the report stated. To continue the programme, an amount of Rs. 72.00 lakh has been sanctioned during 2015-16 under non-plan. Disbursement of the financial assistance will be carried out during the current calendar year, the report added.

47,786 beneficiaries under AAY scheme

Altogether, 47,786 beneficiaries in Nagaland have been covered under the Antyodayaanna Yojana (AAY) scheme. AAY came into force with effect from October 1, 2001 with a view to reduce hunger amongst the poorest of the poor segments of BPL families, according to the annual administrative report 2015-16 of the Department of Food & Civil Supplies tabled by Chief Minister T.R. Zeliang who is also in-charge of Food and Supplies Department.  

The District wise beneficiaries are as follows: Dimapur- 6366, Kohima- 4810, Phek- 4505, Wokha- 4270, Zunheboto- 4475, Mokokchung- 5500, Tuensang- 4185, Mon- 4665, Kiphire- 3590, Longleng- 2630 and Peren- 2786. Under Annapurna scheme, the report stated that there are altogether 6,727 beneficiaries.  

The report stated that the Ministry of Rural Development launched Annapurna scheme for indigent senior citizens aged 65 years and above who are not getting pension under the National Old Age Pension Scheme. The scheme envisages provision of 10 kgs of rice per month free of cost to the identified beneficiary.  

The district wise beneficiaries under this scheme are as follow: Dimapur- 1080, Kohima- 769, Phek- 563, Wokha- 460, Zunheboto- 535, Mokokchung- 871, Tuensang- 807, Mon- 825, Kiphire- 273, Longleng- 186 and Peren- 358. The report stated that the allocation of foodgrains for the period 2014-15 and 2015-16 has not yet been received from the Ministry till date.

15, 000 hectares rubber plantation developed in Nagaland

About 15,000 hectares of rubber plantations have been developed in the state at present with about 60 lakh standing trees at various stages of growth.

During 2015-16, a new plantation of 3,000 hectares were developed in the state, according to the annual administrative report 2015-16 of the Department of Land Resources tabled by Parliamentary Secretary for Land Resources and Excise & Prohibition B.S. Nganlang on the floor of the House here today.  

The report stated that the department is promoting rubber cultivation on large scale in the state in view of the high economic returns.  

As per the department’s estimate, the state has the overall potential to develop 4.60 lakh hectares of rubber plantation, the report stated adding that out of which 1.00 lakh hectares has been targeted to be covered in Nagaland.  

The report stated that rubber plantations have been developed with the support of Rubber Board, state government and individual growers and the people of the state are highly motivated of the benefit of the crop and thus the area under rubber is rapidly expanding year after year.

Augmentation of water supply to Kohima town

The scheme for augmentation of water supply to the state capital, Kohima is being taken up under 90:10 funding pattern under the Ministry of Urban Development, Govt of India.  

According to the annual administrative report 2015-16 of the Department of Public Health Engineering tabled here today in the assembly session by Minister for PHE Tokheho Yepthomi, the project involves pumping of water from Zarii stream to a reservoir in Kigwema village through two stages of pumping.

  From this reservoir, water will be conveyed to the state capital by gravity, the report stated. The design capacity of the project is 3.80 million litres daily.  

The physical progress is 85%. The project was scheduled for completion in 2014-15 but has been re-scheduled taking into account of the delay in release of funds.  

IAS Nagaland cadre has authorised strength of 91

The Indian Administrative Service (IAS) of Nagaland Cadre has an authorised strength of 91. Out of 91 cadre strength, 64 are direct recruit posts and the remaining 27 are promotional posts from SCS and non- SCS.  

This was stated in annual administrative report 2015-16 of the Department of Personnel & Administrative Reforms tabled by Chief Minister T.R. Zeliang who also holds the portfolio of that department.  

As on February 29, 2016, there are 59 officers in position out of which 12 are on deputation/study leave to central/state governments/public sectors understandings.  

During the year 2015, four IAS officers were allotted to Nagaland cadre. These officers are now on probation and undergoing training at Lal Bahadur Shastri National Academy of Administration, Mussoorrie. Further, the Nagaland Secretariat Service (NSS) has an authorised strength of 637 which consists of Secretariat Assistant (Grade-III, Non- Gazetted) up to the level of Secretary. At present, 400 officials are only in position, the report added.

CM lays NSMDC, NIC annual report

Chief Minister T.R. Zeliang today laid the annual report of the Nagaland State Mineral Development Corporation Limited (NSMDC) 2011- 2012 and 2012-2013 and Nagaland Information Commission 2014-2015.  

The Chief Minister also laid the Annual Administrative Report 2015-16 of Finance, Personnel & Administrative Reforms, Legal Metrology & Consumer Protection, DUDA, Food & Civil Supplies, Urban Development and Co-operation.  

Later, the Chief Minister presented Supplementary Demand for Grants for the year 2015-16. NLA speaker Chotisuh Sazo informed that discussion and voting in this regard will be taken up on March 18.  

The Chief Minister also laid a copy of the review of the trends in receipts and expenditure for the first, second and third quarter of the year 2015-16 as required under Section 11 of the Nagaland Fiscal Responsibility and Budget Management Act 2005.   Parliamentary Secretary for Home Guards & Civil Defence and Sericulture E.E. Pangteang laid the Service Rules of Home Guards (Gazetted/Non- Gazetted) while the Nagaland Govt. Printing Press (Technical Service Rules, 2015) was laid by Parliamentary Secretary for Fisheries, Printing & Stationary Shetoyi.  

Parliamentary Secretary for Labour, Employment Skill Development & Entrepreneurship and Border Affairs Mmhonlumo Kikon laid a copy of the Nagaland Shops & Establishment Rules, 2015.  

Khriehu Liezietsu, Chairman of the Select Committee on Nagaland Prohibition of Gambling and Promotion and Regulation of Online Games of Skill Bill, 2015 presented a copy of the Report of the Select Committee.  

The recommendation of the Committee stated that it has thoroughly examined the Bill and deliberated on its social and legal implications and it is satisfied with the legalities and the revenue that would be generated.  

Accordingly, the Committee unanimously recommended that the said Bill be passed. The report of the Committee was considered an adopted on March 8, 2016.
