SAPO write to Manipur/Nagaland Chief Ministers

Sir, We respectfully state, as the authorities of the state government of Manipur are also aware, that one Vilhoukho Phira son of Lt. Dozelhou Phira of Kigwema Village in the Southern Angami Area of Kohima district of Nagaland, a driver of Kohima local Taxi (Maruti Van) bearing no. NL-01T-6727, was abducted along with his vehicle on 28th November 2005 from Kohima and his dead body was recovered within the jurisdiction of Moirang Police Station, Churachanpur District Imphal on 4th Dec 2005. In the past, there have been cases of hijacking vehicles from the state of Nagaland and murdering the abducted drivers in Manipur. The present incident is the latest of such nature in any of the cases.

In recent times, the Southern Angami Community has experienced the loss of their members from the state of Manipur. The said Vilhoukho Phira is the latest and the seventh victims, who has been found murdered in a most foul manner. We regret to note that in none of such incidents the crime perpetrators have been brought to face justice. Therefore, we have reasons to believe that the authorities in Manipur are insincere and indifferent in taking appropriate steps for bringing the culprits to justice and case identifying the crime perpetrators.

We, the Southern Angami community, being conscious of the duty of a civilized society in the country have been trying all along utmost to secure safety and protection of travelers and motor vehicles from Manipur in the passage through our territorial area. While we continue to do, we must also say, that certain sections of our community are also getting restive when the authorities do not demonstrate their concern by taking necessary action with a sense of urgency.

We are aware that the state government of Manipur has the constitutional responsibility and public duty of bringing the crime perpetrators to justice. Therefore, in order to remove any ill feeling that may be generated by the above said incidents and to maintain goodwill , we have resolved to move the state government of Manipur that immediate action be taken against the crime perpetrators and fro recovery of the hijacked vehicle.

Accordingly, we place our demand that immediate necessary action be taken for detection of the crime in question and that the Southern Angami Public Organization be informed of such action on or before 20th Dec. 2005. In the event of failing to get a positive response on that demand, we shall draw our conclusion that the state government of Manipur is not interested in discharging its constitutional and public duty and thereby inviting the Southern Angami Public Organization to choose its won course of action.
