Social audit public hearing under MGNREGA in Kiphire

Kiphire, September 16 (MExN): The 2nd Phase FY 2023-24 social audit district level public hearing under MGNREGA implemented during FY 2021-22 was convened by the District Rural Development Agency (DRDA), Kiphire in collaboration with NSSAA, Social Audit Unit Nagaland at the Hopongkyu Memorial Hall, Kiphire on September 15.

Altogether 12 villages were audited under Sitimi Block Viz- Thsingar, Langzanger, Lukhami, New Monger, Old Monger, Kiyezhe, Yangsekyu, Xuvishe, Thazuvi, Natsami, Shishimi and Honito

The Assistant Director of NSSAA, Social Audit Unit Nagaland Imlirenla Sanglir in her introductory speech said that apart from Social Audit of schemes under Rural Development Department, the NSSAA SAU Nagaland has taken up audits for programmes viz- National Social Assistance Programme (NSAP) under Social Welfare Department, PM-Poshan & Samagra Shiksha under Department of School Education and Social Audit under Department of Social Justice & Empowerment (DoSJE) will be commenced shortly. 

Further, she informed that audits for 15th Finance Commission & Training on Social Audits for Self Help Groups (SHGs) in collaboration with NRLM is on the pipeline. 

While highlighting on the review made on the social audit findings, she appealed the implementing agency and the functionaries to address to the issues and take corrective measures in order to ensure proper implementation of the scheme. 

Social Audit resource person Kilangpenzu Jamir (DRP) presented the findings of social audit and was reviewed during the hearing. Issues of mismatch of records between Management Information System (MIS) and RD Block Office, enrollment of new households, non maintenance of Shelf of projects, non conduct of Rozgar Diwas & Job Card related issues were being reviewed and accordingly rectifications were produced by the concerned BDO.

EAC, Kiphire Chubamongla Kichu represented District Administration as an observer for the meeting. She urged the implementing agency to maintain transparency during the scheme implementation. Further, she states that capacity building measures for the VDBs is crucial for proper implementation of the programme.

Following resolutions were adopted with thorough deliberation of the house during the public hearing: village functionaries to mandatorily attend every Public Hearing Meetings; Job Cards under the category of Migration & Deceased to be either deleted or replaced by genuine households after proper verification; new households identified without Job Cards in all the GPs except for Lukhami & Yangsekyu villages. Job Cards to be issued after due verification; Gram Sabha to be held on a regular basis and its resolution to be maintained; To appoint Mates/Gram Rozgar Sahayak; To conduct Rozgar Diwas on a regular basis; Capacity building measures to be initiated for the VDBs; and All unresolved cases to be addressed with Action Taken Report (ATR) timeframe of seven days.
