•- With 2011 all set to ‘call it a year’ in less than week and the ambitious programme of the DAN government - ‘Year of Entrepreneur’ (YOE) during the current financial year left with only 3 months to go, it has become a matter of concern for the 1000 selected entrepreneurs who were selected and have undergone the ‘capacity building’ training (Entrepreneurs Development Programme) from Guwahati and Dimapur. Almost all the serious and interested ‘selected entrepreneurs’ have submitted their Detail Project Report (DPR) to the concern nodal department and have been awaiting for intimation from the concern authorities and the government. To the dismay and frustration of the entrepreneurship-enthusiast selected 1000, there have been so far, no absolute response either from the nodal department or the DAN government.
It may be recalled that YOE-2010-11 was earlier officially declared by the Chief Minister of Nagaland, Neiphiu Rio during Moatsu festival cum Road Show held under the theme ‘Interface for Enterprise’ in Mokokchung, which have been subsequently extended for another one year (2011-12). Declaring the YOE, the Chief Minister said the government would select 1000 entrepreneurs and help them establish Micro, Small and Medium Enterprises and has called upon youth to take it as a challenge and urged the young entrepreneurs to come forward to avail the opportunity.
The question is: What happen to the programme that has challenged and urged the young entrepreneurs to come forward to avail the opportunity, given a circumstance where there was such an enormous response to the call? Seriously, yours sincerely have started questioning whether the title given to the last two subsequent years happen to be a ‘Fancy Title’ that lacks ‘teeth’ staged for the heck of ‘Public Relations’ stunt, which comes with no concrete and practicable strategy?
“A lot of great start-up ideas crash very quickly because they don’t have the business ability to make the right decisions. And the little idea they have can get misspent and ruin the opportunity of the serious lot before it gets out of the gate,” rued one of the selected entrepreneur from Dimapur district.
Of the major ‘areas of focus’ as proposed under the YOE , viz:
1. Identification of areas or scope for development of entrepreneurs in the State.
2. Creating, enabling environment for promotion of entrepreneurship in the State.
3. Organizing training and capacity building programmes from potential entrepreneurs.
4. Working out a calendar of activities at the State, District and Block levels to highlight the potentials of enterprises and entrepreneurs.
5. Identification and promotion of successful entrepreneurs and instituting Recognition and Awards to such entrepreneurs.
So far, only the ‘Training and capacity building’ component has been implemented. ‘Silence’ is not always ‘Golden’; it does mean ‘ignorance’ sometimes. It is high time the responsible authority come clean about their programmes and policies before they lose the trust and confidence of the people. Yours sincerely would like to conclude this concern quoting the Chief Minister’s response to an interview with Shinjini Ganguli, Opportunities - Northeast Special (Sept 30, 2010) “...development and growth of entrepreneurship would not only translate into economic growth and creation of income, it would also see the emergence of a new generation of entrepreneurs.”
The 1000 hopeful entrepreneurs anticipates that the government keep their commitment and live-up to their big words.
