•-Since its inception, today the Mahatma Gandhi NREGS is regarded one of the best project ever implemented by any ruling Government in the Center. Kudos to UPF led Congress Government flagship programme especially for rural development as NREGS has manifested itself with numerous success stories across the rural population of Manipur to great extend.
But for a densely rural populated of Senapati District, it is the other side of the story where, the NREGS administration is fully operated in the Valley and the District Administration remained tight lipped over the issue. Thanks to the valley based DRDA officials and the present Deputy Commissioner, for shifting the office in Imphal. Even the staffs ranking from Executive Engineer till the lowest employee are thinly seen in the office as most of them attend their office when only very necessary. (Blame the law and order situation in Senapati District as the common excuse for valley based Officials) Here, the DC as the boss seems totally blind and speechless to what is happening in the Gold mining Department. With rampant misuse of funds mostly in special packages and material costs funds in the concerned department and village level managements, the credibility of the said programme is at stake.
Coming to the SSA Project, the disgraced and declining SSA project across the State of Manipur has all the more added its miserably failed grading in Senapati District too. Thanks to those self vested few ZEO Office Officials who successfully implemented the project only in “papers and bill receipts”. With no visible signs of success of the SSA project, the over acclaimed billboards and paper record seems to be nothing but a breeding ground for extensive corrupting of those concerned Official in the Education Department. Moreover, Right to Education (RTE) project now implemented in the initial stages, share the same fate like SSA project, as it is totally operated in a poor system of few officials without any accountability, transparency and zero proper management.
Therefore, relatively expressing of the two mentioned projects in Senapati District, it is in the best interest of the poor Children and the rural populations that, the Concerned Minister, Head Office or State Vigilance Department intervene immediately and root out the rotten dirt rather than destroying the projects.
