A two-day long state level training programme for district and block resource persons on SMC/SMDC training and meetings got underway here at Capital Convention Centre under the aegis of Nagaland Education Mission Society, Samagra Shiksha Nagaland on March 23.

Speaking at the introductory session, Kevileno Angami, Special Secretary to the Government of Nagaland, School Education & SCERT stressed on the need to invest on developing human resource development in the right direction.

“Even if we have the best infrastructure, developed infrastructure, if our human resources, if our people are not nurtured in the right direction then all these developments will be meaningless,” she added.

She said with proper coordination to bring about overall improvement and quality education in the state, the school education department, Samagra Shiksha, the communities and various organisations have to come forward with the responsibility of nurturing our children and human resource development.

Kelhikha Kenye Deputy Mission Director Samagra Shiksha, Nagaland in his keynote address said that the decentralization of education is aimed to achieve substantial improvement in efficiency, transparency, accountability and responsiveness of services in education.

Decentralized education ought to be more efficient, reflect local priorities, encourage community participation and eventually improve coverage and quality of education, he said adding that decentralization of education also aims to involve community leaders in the management of the education and draw community participation in education.

The state of Nagaland adopted Nagaland Communitisation of Public Institutions and Services Act in 2002. This Act empowered the user community to own and manage its institutions to provide optimum services to the user community by involving in the planning process and management of its institutions, he said. 

Today, he said, we must train and remind our community leaders of their responsibilities to achieve the noble objectives behind this landmark act. 

As per the Right to Education Act 2009, the community leaders- School Management Committee Members are required to play vital roles in the management of schools to achieve overall improvement of the quality of education, he said.

He said this State Level Training for District/Block Resource Persons on SMC/SMDC Training and Meeting is conducted to train the SMC/SMDC Members at District/Block level primarily aimed to reactivate community leaders by refreshing them on their roles and responsibilities in the management of schools. 

Following this state level training, the District/Block Resource Persons will train the SMC/SMDC members throughout the state. The focus of the training during two days intensive training will be on the roles and responsibility of SMC/SMDC - improving students' enrolment in schools, identification of Out of School Children (OOSC), Children With Special Needs (CWSN), better delivery of mid-day meals in schools, implementation of school safety programmes, preparation of school development plans, school disaster management plan, conduct quarterly meetings and community participation in education.

The District/Block Resource persons (DMA Officials, EBRC Coordinators and TOTS) who are trained in this programme will replicate the same in the District/Block level covering all the 1990 Government schools.

Earlier, the programme was chaired by Liyalo Apon, Deputy Mission Director Samagra Shiksha Nagaland.
