The performance of Nagaland University (NU) failed to improve between 2021 and 2022, informed the latest performance ranking of the higher educational institutions in India announced by the Union Ministry of Education (MoE). 

The sole central university of the State lingered at the 151-200 band in the Universities category, the same slot as last year, as per India Rankings 2022 under the National Institutional Ranking Framework (NIRF) released by the Union Minister Education, Skill Development and Entrepreneurship, Dharmendra Pradhan on July 15.

NU’s best performance was in 2018, when it cracked the top-100 list at 95. However, NU’s ranking thereafter slipped to the 101-150 band in 2019, which it retained in 2020, but further declined to 151-200 band in 2021.

Meanwhile, the performance of the National Institute of Technology (NIT) Nagaland, the State’s lone ‘Institutes of National Importance’ improved marginally from last year as it re-entered the top-300 list in Engineering category, and was slotted in the 201-250 Rank-band. However, most NITs in India were ranked under 200. NIT Nagaland’s best performance so far has been in 2017 at 151-200 band.  

On a positive note, as per the NIRF website, the participating Nagaland-based institutions in the framework increased from 6 in 2021 to 10 in 2022. Apart from NU and NIT, the other institutes were St Joseph University, Fazl Ali College, Patkai Christian College (Autonomous), SD Jain Girls College, Sakus Mission College, St Xavier`s College, Tetso College and Unity College.

Top institutes in India 
Meanwhile, the Indian Institute of Technology (IIT) Madras retained its 1st position in overall category for the 4thconsecutive year. The Indian Institute of Science (IISc) was 2nd, followed by IIT Bombay, IIT Delhi and IIT Kanpur, respectively to round up the top-5. 

In the Universities category, IISc topped the list for Bengaluru for the 7th consecutive year, followed by Delhi’s Jawaharlal Nehru University and Jamia Millia Islamia. Jadavpur University, Kolkata and Amrita Vishwa Vidyapeetham, Coimbatore were in the 4th and 5th respectively. 

Among Engineering institutes, IIT Madras retained its top position for the 7th consecutive year while the top-10 list was occupied by IITs, with IIT Delhi at close second, followed by IIT Mumbai. IIT Kanpur and IIT Kharagpur were in the fourth and fifth position respectively. (See list)

Delhi’s Miranda House was also ranked 1st in the Colleges category for the 6th consecutive year, while colleges in Delhi dominated the category with 5 colleges out of first 10 colleges. Hindu College Delhi was 2nd, followed by two Chennai-based colleges - Presidency and Loyola in 3rd and 4th. Lady Shri Ram College for Women, Delhi occupied the 5th position. 

While the All India Institute of Medical Sciences (AIIMS), New Delhi occupied the top slot in Medical for the 5th consecutive year, Jamia Hamdard topped Pharmacy for the 4th time in a row.

Top performers from NE
13 institutes from the NE featured either in the first 100 list or overall rank of the particular subject.     

The best performer was IIT Guwahati, ranked 8th Overall and 7th in Engineering category. 

In the Universities category, Gauhati University was ranked highest at 36, followed by Tezpur University (59), North Eastern Hill University (66) and Mizoram University (78).

Apart from IIT Guwahati, others in the top-100 in Engineering were NIT Meghalaya (60) and NIT Agartala (80).

In a significant improvement, Aizawal’s Pachhunga University College which was slotted in the 151-200 band in 2021, jumped to 45 in the College category, and was the sole college from the NE in the list.

The Indian Institute of Management Shillong secured the 26th position in Management, while Assam based National Institute of Pharmaceutical Education and Research, Guwahati Assam Pharmacy and Dibrugarh University were ranked 13th and 47th respectively in Pharmacy.

Out of 30 law institutes ranked across India, the National Law University and Judicial Academy, Kamrup, Assam and Sikkim Government Law College, Burtuk were ranked 24th and 28th respectively.

Accreditation, assessment to be ‘mandatory’
Meanwhile, MoE Pradhan stated that accreditation and assessment “shall be mandatory” and every institution of higher education needs to be accredited.

As per an official MoE release, he noted that all the institutions shall also be part of NIRF ranking system and by next year all institutional accreditation presently done by NAAC and programme accreditation done by NBA would be unified. 

Only those Universities/Colleges which have NAAC grading or NIRF ranking will be eligible for inclusion in the list maintained by the UGC under Section 12 B of the UGC Act, 1956 for receiving financial assistance, the Minister added. 

He also informed that ranking on Innovation done earlier by AICTE will be integrated with NIRF and all institutions will be part of the combined system of assessment, accreditation and rankings.

Apart from Innovation and Entrepreneurship category, work is in progress for ranking ITIs and Polytechnics under NIRF. 
“Soon there will be a system where each school is also accredited. We will take State Governments on board. Parents will know the standings of school where the child is being admitted,” Pradhan said.

What is NIRF? 
The NIRF, launched in November 2015 by the MoE (then MHRD), outlines a methodology to rank institutions across the country. 

Five broad categories of parameters identified and used for the past 7 editions of NIRF from 2016 to 2022 are Teaching, Learning & Resources; Research and Professional Practice; Graduation Outcomes; Outreach and Inclusivity; and Perception.

From 2021, the institutions are ranked in 4 four categories - Overall, University, College and Research Institutions and 7 subjects - Engineering, Management, Pharmacy, Architecture, Medical, Law and Dental.

In 2022, a total of 4,786 unique institutions applied for ranking under Overall, category-specific or domain-specific ranking. These included 1,876 in Overall Category, 1,249 in Engineering, and 2,270 in General Degree Colleges and collectively 7,254 applications for ranking under various categories were received.
