Six authorised offices can issue ILP in Nagaland

All together, there are 6 authorised offices for issuing Inner Line Permit (ILP) in Nagaland, the State Assembly was informed on September 20.   

The Commissioner, Nagaland; Deputy Commissioner of all the districts; ADCs in the Sub Divisional Headquarters; Nagaland Houses at New Delhi, Kolkata, Guwahati And Shillong are authorised to issue offline/online ILP for the various categories, highlighted information provided by the Deputy Chief Minister and Home Minister, Y Patton in a written reply to a question raised by MLA Kuzholuzo Nienu.

As per the reply, while Commissioner, Nagaland office in Kohima is authorised to issue tourist ILPs online, the rest via offline/online mode, can issue the permits to all categories of applicants.    

Further, Deputy Commissioners’ offices in all districts can offer ILPs offline to all categories, and as well online except to tourists.

Consideration for ILPs

Meanwhile, on points taken into consideration while issuing new permits, the Minister informed that the ILP in Nagaland is governed by the provisions of the Bengal Eastern Frontier Regulation, 1873. 

Besides, the Home Department issues notifications time to time prescribing the process, terms and conditions, fee structure etc for issuing the various categories of ILP both offline and online, it added. 

For applicants from 4 districts in Assam - Karimganj, Hailkandi, Dima Hasao & Karbi Anglong, ILP will be  issued by concerned Deputy Commissioner after the documents of the applicants from the above districts are verified by the Inspector General of Police (INT), Nagaland, stated a May 3, 2018 notification from the Home Department. 

It further noted that a  local person can sponsor upto 10 applicants for issue of ILP and beyond that the matter shall be referred to Commissioner Nagaland, who will examine the merit and decide on grant of ILP in light of justification submitted by the sponsor.

The employee of the Central and State Government are exempted from provision of ILP while bonafide residents of Manipur State passing through Nagaland are also while travelling through the State, it added.

Enters ILP portal 

However, with the launching of online ILP module portal on December 16, 2021, there were also some changes to previous provisions. 

As per a December 16 notification, the provision for online application and issue of ILPs were extended to non-indigenous persons belonging to Trader/Businessman/Labourer/Student/Priest for the entry and temporary stay in Nagaland ‘with immediate effect.”

They can do so by registering on the designated ILP portal www.ilp.nagaland.gov.in where all details are given.

The Guarantor for the persons seeking ILP online can also register on the portal by providing the required details, up loading the relevant valid documents as per the instructions/guidelines on the website.

“The digital copy of the ILP card generated or its hard copy shall be considered as valid ILP document when carried along with a Government recognized photo ID by the person concerned,” it added.
