Minister for health & family welfare S Pangnyu Phom informed the floor of the House that there are 422 sanctioned posts of doctors of various grades under health and family welfare department.
Replying to a question raised by MLA Y Vikheho Swu, the minister said there are 389 allopathic/modern medicine doctors, 33 dental surgeons.
Further, there are six sanctioned post of AYUSH doctors.
The minister also furnished details of grade wise, names of doctors and their present posting place and duration of stay.
Replying to MLA CL John in unstarred question on status of sanctioned strength of doctors and other staff in various health units on the state, Pangyu informed that as per Indian Public Health Standard, the total requirement of doctors, and other critical staff for the existing 725 health units in the state is 4918.
Against the total requirement, there are 2146 sanctioned posts of doctors and other critical technical staff at present.
The minister informed that in order to address shortage of doctors and other technical staff, the department from time to time have submitted proposal for creation of posts.
Accordingly, since 2006, 26 posts comprising of 10 posts of medical officer at Junior Grade level and 7 posts of Junior Dental Surgeons plus 9 posts of junior dental surgeon were upgraded to senior grade level.
The department has also framed the Roster Posting Policy to ensure posting of doctors in remote areas.
In order to fill the gaps, NHM is providing nine specialists, 77 GDMOs, 37 AYUSH MOs and 18 dental surgeons.
Allocation for UD & MC, MIDH
Replying to MLA Moatoshi Longkumer, minister for urban development & municipal council Metsubo Jamir furnished details of fund sanctioned for Nagaland during 2018-19 Mission schemes as: ADB- Rs 921.68 lakh, SBM (U) - Rs 1339.69 lakh, AMRUT- Rs 814.00 lakh, DAY-NULM - Rs 343.42 lakh.
10% lump sum: UDD - Rs 1203.7 lakh for six projects, MAD - Rs 1838.28 lakh for six projects, TPT - Rs 576.61 lakh and PMAY – HFA - Rs 6384.71 lakh.
In written reply to MLA Moatoshi Longkumer, chief minister Neiphiu Rio informed that the total allocation of fund under Mission for Integrated Development of Horticulture (MIDH) for the year 2018-19 stands at Rs 3555.56 lakh, out of which the department of horticulture is in receipt of Rs 1111.11 lakh as first installment which is including state share.
Wherein, Rio stated, the department has initiated season bound activities such as winter vegetable cultivation and Kiwi fruit expansion.
For the remaining components, the department has completed district wise allocation and selection of site and beneficiaries are under progress.
Chief Minister furnished status of fund received and progress report and also the list of beneficiary for Kiwi fruit area expansion and winter vegetable cultivation.
Under the Mission Organic Value Chain Development for the North Eastern Region (MOVCD-NER), Rio stated that an amount of Rs 246.88 lakh received by the horticulture department during 2018-19.
List of beneficiaries were also furnished on the floor of the House. Rio stated that planting of the crop is under progress and release of funds to the beneficiaries will be done on completion of the plantation.
Allocations for developmental activities for 2019-20
• Agri and Allied Sector provided Rs. 29.50 crore for providing key infrastructure.
• Rural Development Sector provided an outlay of Rs. 6.04 crore for construction activities.
• Special Area Development Programme provided an outlay of Rs. 91 crore.
• Water Resources Sector has been provided an outlay of Rs. 2 crore.
• In the Energy Sector, Rs. 24.07 crore provided for improvement of power infrastructure and distribution systems.
• Industries & Minerals Sector provided an outlay of Rs. 7.50 crore, mainly for promotion of entrepreneurship for start-ups.
• Transport Sector provided an outlay of Rs. 52.55 crore. Of this, Rs. 40 crore for improvement of roads in Kohima and Dimapur.
• Science and Technology Sector provided an outlay of Rs. 5.86 crore.
• The General and Economics Services Sector provided an outlay of Rs. 41.15 crore.
• Tourism Department allocated Rs. 7.50 crore for conduct of the Hornbill and Mini Hornbill Festivals.
• Departments of Food and Civil Supplies, Legal Metrology and Consumer Protection and Evaluation provided funds for various construction works.
• Social Services Sector provided with an outlay of Rs. 112.74 crore, which constitutes 18.51% of the total outlay.
• In School and Higher Education Sectors, provisions made for improvement of infrastructure.
• In Youth Resources and Sports Sector, focus will be given to capacity building and training of sportspersons.
• General Services Sector provided an outlay of Rs. 27.71 crore.
• Rs. 207.87 crore set aside as State Matching Share for CSS programs.
